I agree with ultra; If you don't want to give out starting bases due to FTA issues with funds, then I think you will have to have an even number of bases, either 2 or 4. It is much easier to be sure a map with an even number of bases will be balanced, that way you don't have to worry about early capture phases from infantry who aren't necessary for capturing a base causing FTA or STA. That way, you know the only best option is going immediately for the base, and if you don't, you are putting yourself at a disadvantage.
Obviously you will want 2 base HF maps to be a bit smaller and with a lower funds setting than 4 base, but these sorts of things aren't as worrying as FTA or STA caused by an uneven base amount.

The best option is obviously the 4 cities. If it were 3 instead of 4, then the other options might seem better. 4 cities means 21 income once capture phase is over, which means 3 tanks a day.
I think the only other option that could be worth it would have to be the comm tower, city, and missile silo, but you would have to essentially win the game with an early rush by taking more cities in the middle and leaving the opponent without forces to counter attack.
Either way, because the 4 cities is the best option without question, there is FTA.
