T copter - 35%
B Copter - 10%
Everything else he can't hit at all.

Thankfully he can't hit sea or air units while camouflaged.
As you can see this unit is not really strong when hidden. He can only do half decent damage to units that cost less than him
The spy has the same defense as infantry. He can also capture stuff and nobody would see if he's hidden. Keep that in mind.
