Custom CO : Eleven

Eleven would be a CO with the following D2D: all the units start at 11 HP instead of 10. Maybe they could even be repaired to 11 HP, too.
It's a pretty nice D2D, since the HP is used in attack and defense formulas, so the CO powers must not be too powerful.
Maybe a COP that gives +11% more attack, and a SCOP that gives every unit +1 HP, but without upper bound (more than 11 allowed).
Also, Eleven has eyebrows shaped like an 11

I don't know if it would be broken or too weak. But it would be fun to play with such a CO, isn't it?

It would definitely make defensive bonuses a lot bigger, especially at 4 stars. I think it needs a weakness to go along with those bonuses.

cost of unit increase would spring to mind straight away, but that is rather like Kanbei.
maybe some slight reductions to movement to be a pain?
or reduction to one class like ground base direct attack units?
